Recall Effort of Foster City Vice Mayor Herb Perez Begins

A notice of intention to recall Vice Mayor Herb Perez was served on May 20, 2019, by Foster City Watchdog, a grassroots group of concerned residents, local business people, city and civic leaders, and educators.

The next step in the recall process will be to gather the signatures of over 3,500 voters to force a recall election. “We have volunteers ready to go door-to-door, and to hold petition signing stations in various locations throughout the city. I am confident we will get the necessary signatures,” said Foster City Watchdog spokesperson, Eva Hess.

Perez has been under fire by his constituents on many fronts. His open disdain for Foster City residents is evident in public sessions, where his personal attacks and uncivil treatment of residents and fellow council members, is seen as a deterrent to involvement. Perez has broken public trust through poor and tardy attendance at council and committee meetings, leveraging city resources to further his business interests, breaking campaign promises, disrespecting the wishes of residents, and failing to meet obligations to civic groups.

At the council meeting on April 15, 2019, Perez said, “At the point that we feel we can no longer adequately represent the majority of our residents, then each individual council member makes the choice if they want to leave or if they want to stay.” For the diverse members of Foster City Watchdog, the time has come for Vice Mayor Perez to leave.

Eva Hess Announces an Effort to Recall Herb Perez.

Eva Hess spoke to the Council during it public comment section on the agenda. She announced that certain voters in Foster City are moving forward with a recall effort of Councilman Herb Perez. Hess’ comments were directed at Perez himself. Hess outlined six basic reasons as the grounds for the recall effort. They were: 1) an open disdain of residents in public session; 2) personal attacks, verbal abuse, and uncivil treatment of residents and fellow council members; 3) braking the public trust through poor and tardy attendance; 4) leveraging city resources to further his business interests; 5) breaking campaign promises; and 6) failing to meet his obligations to civic groups.

After Perez’ comments, Councilman Perez then asked for a five minute break in the meeting, which Mayor Hindi granted him. Perez then filled out a speaker’s slip and took the podium as a public member. Perez said that he believed that he had one of the best attendance records on the City Council. Perez asked the Council to provide that information at its next meeting.
