- Foster City as a community has never been underwater?
- It is understood that semantics may in play here.
- But have you thought of staying on point as to why levee improvements are important
and not using reserves, rather infer that the sky is falling.
- Foster City came into existence in the early 1960s.
- A levee system was build circa 1902, almost 120 years ago.
- That levee system effectively created Brewer Island for cattle grazing.
- However, this is a weak point to protect the Reserves.
