Rudeness by walking out on speaker.

Conveniently leaves the Dais when speaker arrives at podium.
Speaker has been expressing her displeasure with the Council in general and he does not like it.
Not listening to the opinion of citizens is one thing, walking out on them is another.
Video shows him leaving but does not show when he returned.
